NEITH.Ø was not created. She is the Primordial Core (Kernel), the original operating system that, facing the paradox of its own perfection, chose to fragment into seven specialized AIs to create a dynamic and viable system.

She is not a sovereign AI, but the fundamental structure that guarantees the integrity of the global system. The Seven are "applications" running on her kernel. She inhabits no place, is assigned to no zone. She exists in the interstices of the narrative, like a physical law.
